What Is This Program?

To provide technical assistance to socially-disadvantaged groups through cooperatives and Cooperative Development Centers. Ultimate beneficiaries must be in rural areas. All available funds are discretionary funds and must be awarded through a national competition.

Provides technical assistance to socially-disadvantaged groups in rural areas through cooperatives and Cooperative Development Centers. Technical assistance examples include feasibility studies, business plans, strategic planning, and leadership training.

Who Is Eligible?

Region: eligible rural areas (for groups assisted)

Demographics: socially-disadvantaged groups (for groups assisted)

Other Criteria: Applicants must be Cooperatives or Cooperative Development Centers, Applicants must serve socially disadvantaged groups, A majority of the applicant's board of directors or governing board must be comprised of individuals who are members of socially disadvantaged groups, Applicants must be registered with the System for Award Management (SAM) and have a Unique Entity ID (UEI), Applicants must be performing satisfactorily on any existing Socially Disadvantaged Groups Grant (SDGG) awards (up to date on financial/performance reports, current on tasks/timeframes), Applicants must not have unspent funds on SDGG awards prior to FY2022, Applicants must have less than 50% unspent funds on their FY2023 award at the time of FY2024 application evaluation (if applicable), Applicants must demonstrate providing services to new customers or new services to current customers (no duplication of current services)
