What Is This Program?

The Passenger Ferry Grant Program makes federal funds available to designated recipients or eligible direct recipients of Urbanized Area Formula funds to support ferry capital projects. The Electric or Low-Emitting Ferry Pilot Program makes federal funds available to projects that supports the purchase of electric or low-emitting ferry vessels. The Ferry Service for Rural Communities Program makes federal funds available to states to ensure basic essential ferry service is provided to rural areas.

What Benefits Are Offered?

Provides competitive grant funding for capital projects to purchase, replace, or rehabilitate passenger ferries, terminals, and related facilities and equipment in urbanized areas. Up to $105 million is available specifically for the Passenger Ferry Grant Program for Fiscal Year 2026. The federal share can cover up to 80% of net project costs for capital expenditures, with increased shares of 85% for Clean Air Act (CAA) or Americans with Disabilities Act (ADA) compliant ferries and 90% for compliant ferry-related equipment and facilities. Funds may not be used for operating expenses, planning, or preventive maintenance.

Other Criteria: designated recipients of Section 5307 funds, eligible direct recipients of Section 5307 funds, States that operate a public ferry system, federally recognized Tribes that operate a public ferry system, must operate a public ferry system in an urbanized area
