This program helps to improve the quality and completeness of the nationโ€™s criminal history record systems by providing financial and technical assistance to improve computerized criminal history record systems.

Funding to improve the completeness, automation, and transmission of criminal history, mental health, and other prohibiting records to state and federal systems used by the National Instant Criminal Background Check System (NICS).

Other Criteria: State and local government agencies or other entities responsible for improving the completeness, automation, and transmission of criminal history records and other prohibiting information (e.g., mental health adjudications, domestic violence protective orders) to state and federal systems used by the National Instant Criminal Background Check System (NICS)., Must comply with federal laws (e.g., Brady Act, NIAA, Fix NICS Act)., Award recipients that serve as BJS data collection agents to complete statistical activities under BJSโ€™s authority., Must maintain appropriate administrative, physical, and technical safeguards for information systems, ensuring protection against unauthorized disclosure in accordance with federal laws and regulations., Compliance with data security and confidentiality provisions (28 C.F.R. Part 22, 28 C.F.R. Part 46)., Adherence to National Institute of Standards and Technology (NIST) guidelines and Office of Management and Budget (OMB) guidance., Maintain data security controls comparable to the Federal Information Security Modernization Act (FISMA) Moderate security level for projects handling identifiable private information., Applicants for IT and publishing support must adhere to federal, DOJ, OJP, and BJS IT standards.
