This program provides jurisdictions with resources to address challenges associated with unsubmitted and partially tested sexual assault kits (SAKs) and other violent cold case crimes and strengthens the ability of law enforcement and prosecutors to solve and prevent violent crime by providing critical forensic and investigative tools.

Provides funding to support multidisciplinary teams to inventory, track, test, and investigate previously unsubmitted sexual assault kits (SAKs) and related cold cases. It also aids in collecting lawfully owed DNA, expanding DNA databases, producing necessary protocols and policies for improved collaboration, optimizing victim notification, and prosecuting cold cases. The initiative also offers training and technical assistance to establish sustainable reforms in sexual assault response and violent crime cold case investigations.

Other Criteria: Governmental and non-profit entities involved in criminal justice, law enforcement, forensic science, and victim services, Support multidisciplinary community response teams, Jurisdictions grappling with unsubmitted sexual assault kits (SAKs) and downstream investigative/prosecutorial resources, Applicants implementing a comprehensive approach to unsubmitted SAKs (Purpose Area 1), Small agencies (including rural and tribal entities) demonstrating a multidisciplinary approach to SAK issues (Purpose Area 2, with priority given to rural and tribal law enforcement not currently receiving statewide or countywide SAKI grants), Agencies addressing DNA database expansion for sexual assault cases (Purpose Area 3), Applicants supporting investigation and prosecution of high volumes of cold case sexual assaults, especially those already effectively addressing unsubmitted SAKs (Purpose Area 4), Existing or previous SAKI grantees focused on developing and implementing sustainability plans for sexual assault response (Purpose Area 5), Existing or previous SAKI grantees addressing other violent crime cold cases (non-sexually motivated) and having processed at least 75% of their SAKI cases (Purpose Area 6)
