What Is This Program?

This program helps to improve the quality and completeness of the nationโ€™s criminal history record systems by providing financial and technical assistance to establish or improve computerized criminal history record systems and related systems capturing data on certain mental health, protection and restraining order, domestic violence conviction, and other criminal history record information which may disqualify individuals from purchasing or possessing firearms.

Provides direct awards and technical assistance to states, territories, and federally recognized tribes to improve the quality, timeliness, and accessibility of criminal history records. Funding supports areas such as improving dispositions and mental health submissions for national systems (e.g., NICS). Technical assistance includes surveys, evaluations, national forums, and direct guidance.

Who Is Eligible?

Industries: criminal justice, law enforcement, public safety, government

Region: all states, eligible territories, federally recognized tribes

Other Criteria: Applicant must be the agency designated by the state governor to administer the NCHIP award, Focus efforts on improving the availability of dispositions (specifically for felony and misdemeanor crimes of domestic violence) through national systems, Focus efforts on improving reporting records of persons prohibited from possessing firearms for mental health reasons to the NICS, Agree to use a portion of awarded funds for NICS-related improvements (unless certified already meeting or focusing on a greater information sharing gap), Ensure systems developed are compatible with standards and procedures governing national systems (III, NICS, NCIC Protection Order File) and state/local integration programs, Comply with data security and confidentiality provisions (e.g., 28 C.F.R. Part 22, NIST, OMB, FISMA Moderate security level for projects handling identifiable private information), Develop and maintain a BJS-approved Data Management Plan (DMP), Comply with human subjects protection (28 CFR Part 46) and confidentiality (28 CFR Part 22) requirements, Submit a Privacy Certificate and a Human Subjects Protection Certification of Compliance Form
