What Is This Program?

It provides affordable financing to develop or rehabilitate affordable rental housing for very-low to moderate income domestic, migrant, and seasonal farm laborers. It also provides funding used to increase the supply of affordable housing for farm labor; and the ability of the farmer to provide affordable, decent, safe and sanitary housing for farm workers.

What Benefits Are Offered?

This program provides affordable financing through low-interest loans (1% fixed rate, up to 33-year payback) and grants. Loan amounts are up to $31,100,000 for new construction and up to $10,000,000 for repairs. Grant amounts are up to $18,000,000 for repairs and up to $11,900,000 for new construction, and may not exceed 90% of project cost. Funds can be used for construction, improvement, repair, and purchase of housing for domestic farm laborers, as well as related activities like buying/improving land, purchasing household furnishings, and paying construction loan interest.

Who Is Eligible?

Industries: housing development, community services

Region: urban areas, rural areas

Other Criteria: Broad-based nonprofit organizations, Nonprofit organizations of farmworkers, Federally recognized Indian Tribes, Community organizations, States or local governments, Limited partnerships with a nonprofit general partner (must meet 7 CFR3560.55(d) requirements), Applicants must not be able to obtain commercial credit on terms that allow for affordable rents to low-income tenants, Borrowers must have sufficient qualifications and experience to develop and operate the housing project, Housing projects must serve domestic farm laborers (including those on fish/oyster farms and on-farm processing), retired/disabled farm laborers, Housing project residents must be U.S. citizens or permanent residents or those legally admitted and authorized to perform agricultural work, Housing project residents must be very-low to moderate-income households
