DWGs are supplemental, time-limited funding assistance provided in response to major economic dislocations or other events that cause significant impact on states and local areas that exceed the capacity of existing formula funds and other relevant resources. DWGs enable states and communities to respond to and recover from large, unexpected dislocation events.

What Is This Program?

The Department funds two types of DWGs: Disaster Recovery and Employment Recovery. Disaster Recovery DWGs provide disaster-relief and humanitarian assistance employment , in addition to employment and training services, to support economic and employment recovery following declared emergency and disaster events. Employment Recovery DWGs provide resources to states and other eligible applicants to address the reemployment needs of dislocated workers following to major economic dislocations, such as large, unexpected layoff events that cause significant job losses. This funding is intended to temporarily expand the service capacity of the state or local workforce area to serve dislocated workers, including military service members, and to meet increased demand for WIOA employment and training services caused by major dislocations, with an aim toward reemploying laid off workers and enhancing their employability and earnings.

Discretionary supplemental funding to enable states and communities to respond to and recover from large, often unexpected economic dislocation events. This includes creating temporary employment opportunities for clean-up and recovery efforts (Disaster Recovery) or expanding capacity for employment and training services for dislocated workers (Employment Recovery).

Who Is Eligible?

Region: US states, US local areas, US communities

Other Criteria: State and local governmental entities or agencies that are one-stop partners in the local American Job Center (AJC) network, Responding to major economic dislocations or other events that cause or contribute to a shortage of existing WIOA Dislocated Worker formula funds, For Disaster Recovery DWGs: Area impacted by an emergency or major disaster declared eligible for public assistance by FEMA, or recognized as an emergency/disaster of national significance by a Federal agency, For Employment Recovery DWGs: Responding to a qualifying dislocation event such as a mass layoff, plant closure, or higher-than-average demand for employment and training activities for dislocated members of the Armed Forces and their spouses, Must have and maintain an active SAM.gov registration
