Water Quality Management Planning

This program assists States (including territories and the District of Columbia), Regional Public Comprehensive Planning Organizations (RPCPOs), and Interstate Organizations (IOs) in carrying out water quality management (WQM) planning. Funds are allotted by state in accordance with Section 604(b) of the Clean Water Act and are used to determine the nature and extent of point and non-point sources of water pollution and to develop water quality management plans.

What Is This Program?
What Benefits Are Offered?
Noncompetitive grant funding to assist States, territories, RPCPOs, and IOs in supporting water quality planning activities. This includes determining the nature and extent of point and non-point source water pollution and developing comprehensive water quality management plans. The program typically provides approximately 1% of Clean Water State Revolving Fund allotments (or $100,000 if greater) to states. An additional $127 million from the Infrastructure Investment and Jobs Act (IIJA) will be infused into these programs between Fiscal Year 2022 and 2026.
