Technical Assistance for Treatment Works (Clean Water Act [CWA] Section 104(b)(8))

The objective is to provide technical assistance and training to rural, small, and tribal municipalities to: (1) plan, develop, and obtain financing for Clean Water State Revolving Fund (CWSRF) eligible projects; (2) protect water quality and achieve and maintain compliance with the requirements of the Clean Water Act; and (3) provide information on planning, design, construction, and operation of publicly owned treatment works and decentralized wastewater treatment systems.

What Is This Program?

Clean Water Act section 104(b)(8) statutory authority supports: (1) technical assistance to rural, small, and tribal municipalities for planning, developing, and obtaining financing for CWSRF-eligible projects and activities; (2) technical assistance and training for rural, small, and tribal publicly owned treatment works and decentralized wastewater treatment systems to protect water quality and achieve and maintain compliance with Clean Water Act requirements; and (3) providing information on planning, design, construction, and operation of publicly owned treatment works and decentralized wastewater treatment systems to rural, small, and tribal municipalities that meet the state's affordability criteria. This program supports rural, small and Tribal communities specifically with their wastewater infrastructure needs and supports communities on decentralized systems which often get overlooked.
