This program is to provide lower cost financing for rural utilities to assure that people in eligible rural areas have access to electric services comparable in reliability and quality to the rest of the Nation and to assist electric utilities in implementation of demand-side management, energy efficiency and conservation programs and on-grid and off-grid renewable energy systems.

What Is This Program?

The Electric Program provides capital in the form of loans and loan guarantees to electric cooperatives to rural areas. So, the community will have up-to-date, reliable and lower cost electric service.

Provides leadership and capital to maintain, expand, upgrade, and modernize America's vast rural electric infrastructure. Offers direct loans, loan guarantees (FFB), grants, and other energy project financing to electric utilities and other eligible entities serving rural areas. Includes financing for electric distribution facilities, energy efficiency, conservation, and renewable energy projects. Insured loans primarily finance construction of electric distribution facilities.

Other Criteria: wholesale and retail providers of electricity, nonprofit and cooperative associations, public bodies, other utilities that serve customers in rural areas, energy project developers for distributed energy projects, existing Rural Utilities Service (RUS) borrowers (for specific sub-programs like EECLP, ERC), rural utilities and other companies providing energy efficiency loans to qualified consumers (for RESP), energy providers and other eligible entities in areas with extremely high per-household energy costs (275% of national average or higher)
