What Is This Program?

The EPA’s Clean Heavy-Duty Vehicles Program provides funding to eligible recipients to purchase Class 6-7 new, cleaner vehicles and associated charging and other fueling infrastructure, including funding for the incremental cost of the zero-emission vehicle itself, funding for workforce development and training, and funding for planning and technical activities to support the adoption and deployment of the zero-emission vehicles.

Grant funding from the Inflation Reduction Act of 2022 to incentivize and accelerate the replacement of existing internal combustion engine Class 6 and 7 heavy-duty vehicles with new zero-emission vehicles. Funding can also be used for associated zero-emission vehicle refueling infrastructure, workforce development and training, and project implementation costs. Over $400 million in total funding was available, with a focus on projects serving communities in non-attainment with National Ambient Air Quality Standards.

Industries: transportation, clean energy, public services

Region: US, US territories, communities in non-attainment with National Ambient Air Quality Standards (for priority funding)

Demographics: Indian Tribes

Other Criteria: Eligible applicants: States, U.S. territories, Municipalities (including public school districts), Indian Tribes, Nonprofit school transportation associations, Eligible existing vehicles (to be replaced): Class 6 or 7 heavy-duty vehicle (GVWR 19,501-33,000 lbs), fully operational at time of application, engine model year 2010 or older diesel-powered (must be scrapped); specific alternatives for newer/non-diesel ICE vehicles are permitted, School Bus Sub-Program existing vehicle criteria: Class 6 or 7 school bus that provided service for at least three days/week on average during the 2022/2023 school year, Vocational Vehicles Sub-Program existing vehicle criteria: Accumulated at least 7,000 miles/year during each of the two years prior to replacement (5,000 miles/year for Tribal and territory applicants, or at least 500 idling hours/year if mileage not met), Eligible new replacement vehicles: Zero-emission, Class 6 or 7 heavy-duty vehicle, engine model year 2023 or newer, certified to Federal Motor Vehicle Safety Standards, ordered only after official award notification, purchased (not leased), not manufactured/retrofitted with air-polluting technology, not subsidized with other federal grant funds, Vehicle Minimums per Application: School Bus Sub-Program: 10 vehicles; Vocational Vehicles Sub-Program: 3 vehicles, Eligible infrastructure: Electric charging infrastructure (behind the electric meter, AC Level 2 must be EPA ENERGY STAR certified, installed by EVITP certified electricians); Fueling infrastructure for new hydrogen fuel cell vehicles (storage, pumps, dispensers, etc.)
