The overall goal of the CCR Grant program is to provide grants to assist states in the development and implementation of state programs for the control of Coal Combustion Residuals (CCR) established under section 4005 (d) of the Solid Waste Disposal Act (42 U.S.C. 6945 (d)) and associated state regulations. Consistent with Congressional direction, funding for the CCR Grant program is not subject to section 3011 of the Solid Waste Disposal Act (42 U.S.C. 6931).

What Is This Program?

Provides funding to State governments to establish, evidence of a permit program or other system of prior approval and conditions under State law for regulation by the State of coal combustion residuals units that are located in the State that, after approval by the Administrator, will operate in lieu of regulation of coal combustion residuals units.

This includes approval of state CCR permit programs, review and determination of facility-specific applications for alternate liner demonstrations, and providing extensions to compliance deadlines for CCR management units. The program aims to ensure safe disposal and environmental protection under the Resource Conservation and Recovery Act (RCRA) and Clean Water Act (CWA).
