This program provides loans for the construction, maintenance, improvement, and expansion of telecommunications services (telephone and broadband) in rural areas. In facilitating the construction of new and improved infrastructure, the program will fuel long-term rural economic development and opportunities in rural America.

What Is This Program?

The purpose of this program is to provide loans to rural telecommunications providers for the construction of new and improved telecommunications systems in rural America.

What Benefits Are Offered?

This program provides financing through direct loans (Cost-of-Money Loans, Hardship Loans) and loan guarantees (up to 80%) for the construction, maintenance, improvement, and expansion of telephone and broadband services. Funds can also be used for acquisitions and refinancing in certain cases in rural areas.

Who Is Eligible?

Business Size: small, medium, large

Industries: telecommunications, broadband

Region: rural areas, towns with a population of 5,000 or less

Demographics: Federally Recognized Tribes

Other Criteria: Entities that provide telecommunications in qualified rural areas, State and local governmental entities, Non-profits (including Cooperatives, and limited dividend or mutual associations), For-profit businesses (must be a corporation or limited liability company), Areas without telecommunications facilities or areas where the applicant is the recognized telecommunications provider, Must have legal authority to provide, construct, operate and maintain proposed facilities or services, Facilities financed must be used for a public purpose, For Hardship Loans: serving underserved areas (at USDA's discretion)
