To assist public or private nonprofit organizations interested in providing sites for housing; to acquire and develop land in rural areas to be subdivided as adequate building sites and sold on a cost development basis to families eligible for low and very low income loans, cooperatives, and broadly based nonprofit rural rental housing applicants.

What Benefits Are Offered?
Provides 5-year loans to purchase and develop housing sites for low- and moderate-income families. Section 523 loans are for self-help housing sites with a 3% interest rate. Section 524 loans are for general low/moderate income housing sites with a below-market interest rate, fixed at closing.
Who Is Eligible?
Industries: housing, community development
Region: rural areas, US states/territories
Other Criteria: private or public non-profit organizations, federally-recognized Tribes, organizations with legal authority to operate a revolving loan fund, organizations with financial, technical and managerial capacity to comply with relevant federal and state laws and regulations, for Section 523 loans: provide sites solely for self-help housing, for Section 524 loans: provide sites for low- or moderate-income families (beneficiaries are low-income: 50-80% of area median income; moderate-income: up to 115% of area median income)
