To establish and carry out client assistance programs in each State and at the protection and advocacy system serving the American Indian Consortium that: (1) advise and inform clients and client-applicants of available benefits under the Rehabilitation Act of 1973 (Rehabilitation Act), including pre-employment transitions services for students with disabilities under section 113 and activities carried out under section 511; (2) assist and advocate for clients and client- applicants in their rel
