What Is This Program?

NRCS enters into partnership agreements with eligible partner organizations, typically for 5 years. Under the framework of the partnership agreement, NRCS provides technical and financial assistance to eligible producers for the implementation of conservation activities on their lands as negotiated with the Lead Partner Organization. Technical assistance may also be provided to a partner organization in support of the overall project and/or in support of assistance provided to producers. Technical assistance is provided for conservation planning, design and implementation of conservation activities for eligible participants. Financial assistance is provided for implementation of conservation activities with eligible landowners and on eligible lands. Funding for RCPP is allocated to projects in two different fund pools: 50 percent of RCPP funding will go to single state or multi-state projects; 50 percent will go to critical conservation areas (CCAs) designated by the Secretary of Agriculture.

Funding can be in the form of contracts, easements (entity-held or U.S.-held), or reimbursements to partners for conservation activities. Other Criteria: For Lead Partners: eligible organizations interested in partnering with NRCS on conservation projects, For Lead Partners: experience, expertise, and capacity to manage the partnership and project, provide outreach to producers, and quantify environmental outcomes, For Lead Partners: propose effective and compelling solutions that address one or more natural resource priorities, For Lead Partners: identify cash and in-kind value-added contributions to leverage NRCSโ€™s RCPP investments (goal: partner contributions at least equal NRCS investment), For Producers/Landowners: agricultural producers, farmers, ranchers, forest landowners, For Producers/Landowners: own or lease agricultural or nonindustrial private forest land, For Producers/Landowners: seeking to carry out conservation activities consistent with an RCPP project, For Producers/Landowners: must establish a farm tract number with USDAโ€™s Farm Service Agency, For Producers/Landowners: must certify compliance with adjusted gross income limitation (AGI) provisions, For Producers/Landowners: must comply with highly erodible land and wetland conservation requirements, For Land: activities may be implemented on public lands when those activities will benefit eligible lands
