The Quality Loss Adjustment (QLA) Program provides assistance to producers who suffered crop quality losses due to hurricanes, excessive moisture, floods, drought, tornadoes, typhoons, volcanic activity, snowstorms, and wildfires occurring in calendar years 2018 and 2019.

Other Criteria: Entitled to an ownership share and at-risk in agricultural production and marketing of crops, Average adjusted gross income (AGI) of less than $900,000 for each program year (2018, 2019, or 2020) OR derive at least 75 percent of AGI from farming, ranching, or forestry-related activities, Have control of crop acreage at the time of disaster, Comply with Highly Erodible Land and Wetland Conservation regulations, Not have a controlled substance violation, Be a citizen of the United States or a resident alien (all entities must solely include US citizens or resident aliens), Crop suffered a quality loss due to a qualifying disaster event in 2018 or 2019, Crop had a five-percent-or-greater quality discount due to the qualifying disaster event, Required to purchase federal crop insurance or NAP coverage for the next two available crop years at 60% coverage level or higher (if receiving QLA payments)
