What Is This Program?

AL description: This program fulfills the requirement in the Prison Rape Elimination Act of 2003 for the Bureau of Justice Statistics (BJS) to โ€œcarry out, for each calendar year, a comprehensive statistical review and analysis of the incidence and effects of prison rape.โ€ BJSโ€™s review must include, but is not limited to, the identification of the common characteristics of both victims and perpetrators of prison rape, and prisons and prison systems with high incidences of prison rape. This program includes three active data collection efforts - the Survey of Sexual Victimization (SSV, formerly Survey of Sexual Violence), the National Inmate Survey (NIS), and the National Survey of Youth in Custody (NSYC).

Other Criteria: Applicants for federal assistance, Organizations capable of conducting statistical activities or research, Ability to collect, acquire, use, or maintain information identifiable to a private person, Compliance with DOJ regulations at 28 CFR Part 46 (Protection of Human Subjects), Compliance with OJP's confidentiality requirements (28 CFR Part 22), Ability to develop and maintain a BJS-approved Data Management Plan (DMP), Ability to maintain FISMA Moderate security level for data and adhere to NIST/OMB guidelines for data security, Ability to obtain Institutional Review Board (IRB) approval or exemption for human subjects research, Ability to submit a Privacy Certificate and Human Subjects Protection Certification of Compliance Form, Ability to operate information systems securely and protect against unauthorized disclosure
