To provide States, units of local government, or nonprofit organizations with the resources and incentives to devise long-term comprehensive strategies for meeting the supportive housing needs of low-income persons and their families living with HIV/AIDS in order to promote positive health outcomes, prevent homelessness, and sustain housing stability for HOPWA program beneficiaries.

What Is This Program?
What Benefits Are Offered?
The only Federal program dedicated to the housing needs of people living with HIV/AIDS. Provides grants to local communities, States, and nonprofit organizations for projects that benefit low-income persons living with HIV/AIDS and their families. Funds can be used for housing acquisition, rehabilitation, new construction, facility operations, rental assistance, short-term homelessness prevention, and supportive services like assessment, case management, substance abuse/mental health treatment, nutritional services, and job training. Also offers extensive technical assistance, guides, tools, and webinars.
Who Is Eligible?
Industries: housing, social services
Region: metropolitan statistical areas with >500,000 people and >2,000 HIV/AIDS cases, States with >2,000 HIV/AIDS cases outside eligible metropolitan statistical areas, Areas of the nation not qualifying for HOPWA Formula Program allocations (for competitive projects)
Other Criteria: Eligible applicants for Formula Program: Metropolitan statistical areas and States meeting specific population and HIV/AIDS case thresholds., Eligible applicants for Competitive Program: States, local governments, and nonprofit organizations., Awards are contingent upon the submission and approval by HUD of a jurisdiction's Consolidated Plan., Competitive grants may prioritize renewal of expiring permanent supportive housing project grants., Special Projects of National Significance (SPNS) are sought for innovative approaches, potential for replication, and targeting underserved populations (including racial/ethnic minorities, women, and persons in rural areas)., Projects must benefit low-income persons (at or below 80 percent of area median income) medically diagnosed with HIV/AIDS and their families.
