Demographics: low-income individuals, people with HIV, pregnant women, mothers and families, American Indians, Alaska Natives, medically vulnerable individuals

Other Criteria: educational groups, community groups, nonprofit organizations, organizations providing primary and preventive care, organizations serving the public, must complete mandatory registrations (e.g., SAM.gov)
