Provides funding for local/regional multimodal transportation and land use planning projects in California. This supports Sustainable Communities Strategies (SCS) and contributes to GHG reduction goals. It also funds transportation/multimodal planning studies in partnership with Caltrans, addressing regional, interregional, and statewide needs of the State Highway System, with an aim to improve public health, social equity, environmental justice, and the environment.

Other Criteria: Public Agency, Tribal Government, Eligible planning projects must have a transportation nexus per Article XIX Sections 2 and 3 of the California Constitution, Projects must directly benefit the multimodal transportation system, Letter of Intent Required, Sustainable Communities grants require an 11.47% local match (Native American Tribal Governments are exempt), Strategic Partnerships grants require a 20% local match, Strategic Partnerships-Transit grants require an 11.47% local match
