In order to use the food resources of the United States more effectively in support of developing countries, and countries that are emerging democracies that have made commitments to introduce or expand free enterprise elements in their agricultural economies through changes in commodity pricing, marketing, input availability, distribution, and private sector involvement, Food for Progress (FFPr) furnishes agricultural commodities to those countries, which are then sold. Cooperative agreements providing funding and U.S. agricultural commodities to support agricultural productivity, expand agricultural trade, and foster economic or infrastructure development in developing countries and emerging economies, with proceeds from commodity sales funding development programs.

Region: Projects must be implemented in designated Food for Progress priority countries (e.g., Bangladesh, Bolivia, Ecuador, Morocco, the Philippines, Sri Lanka, and Thailand for FY 2026).
Other Criteria: foreign governments, intergovernmental organizations, private voluntary organizations (US or foreign), nonprofit agricultural organizations or cooperatives (US or foreign), non-governmental organizations (including for-profit entities, US or foreign), colleges and universities (including land-grant institutions, US or foreign), other private entities (including for-profit entities, US or foreign)
