The primary objective of the Emerging Markets Program is to promote, enhance, or expand the exports of U.S. agricultural commodities to overseas emerging markets through cost-share assistance to eligible organizations that implement activities aimed at enhancing the food and rural business systems of eligible emerging markets.

What Is This Program?

The EMP is established to develop, maintain, or expand markets for exports of United States agricultural commodities and to promote cooperation and exchange of information between agricultural institutions and agribusinesses in the United States and emerging markets. The EMP assists U.S. entities in developing, maintaining, or expanding exports of U.S. agricultural commodities and products by funding activities that enhance emerging marketsโ€™ food and rural business systems, including reducing trade barriers. The EMP is intended primarily to support export market development efforts of the private sector, but EMP resources may also be used to assist public organizations. The EMP is administered by personnel of the Foreign Agricultural Service (FAS) on behalf of the Commodity Credit Corporation.

Provides cost-share funding and technical assistance for U.S. organizations to promote generic U.S. agricultural product exports to emerging markets through activities like feasibility studies, market research, sectorial assessments, orientation visits, specialized training, and business workshops.

Other Criteria: U.S. non-profit, for-profit, and government entities, Promotes exports of generic U.S. agricultural commodities and products, Targets countries taking steps toward a market-oriented economy with potential for viable U.S. agricultural markets, Must be registered in the System for Award Management (SAM) with an active registration and provide DUNS/unique identifier, Research and consulting entities need substantial U.S. industry participation and financial support, Agricultural commodities must be at least 50% U.S. origin by weight (excluding added water)
