Emergency Watershed Protection Program - Disaster Relief Appropriations Act

The objective of the EWP Program is to assist sponsors, landowners, and operators in implementing emergency recovery measures for runoff retardation and erosion prevention to relieve imminent hazards to life and property created by a natural disaster that causes a sudden impairment of a watershed.

What Is This Program?
What Benefits Are Offered?
Technical and financial assistance to help local communities relieve imminent threats to life and property caused by natural disasters (floods, fires, windstorms) that impair a watershed. Activities include removing debris, reshaping/protecting streambanks, correcting drainage, establishing vegetative cover, repairing levees/structures, repairing conservation practices, and purchasing EWP Buyouts. Federal cost share may not exceed 90% of construction costs for Limited Resource Areas (LRAs).
Who Is Eligible?
Region: United States (local communities, counties, tribal areas)
Demographics: federally-recognized Native American tribe or tribal organization, Limited Resource Areas (LRAs)
Other Criteria: Must be an eligible sponsor (cities, counties, towns, conservation districts, or any federally-recognized Native American tribe or tribal organization), Public and private landowners must work through an eligible sponsor (except for direct application for floodplain easements when funding is available), Communities recovering after a natural disaster strikes (floods, fires, windstorms, other natural disasters that impair a watershed), Projects must relieve imminent threats to life and property, Projects must provide protection from flooding or soil erosion, reduce threats to life and property, restore hydraulic capacity to the natural environment, Projects must be economically and environmentally defensible, and designed to acceptable engineering standards, Applicant must have an official tax ID (SSN or EIN), Applicant must have a property deed or lease agreement to show control of the property, Applicant must have a farm number (if interested in financial assistance), Applicant must certify compliance with adjusted gross income limitation (AGI) provisions, Applicant must certify compliance with highly erodible land and wetland conservation requirements
