What Is This Program?

ELRP 2023 and 2024 Flood and Wildfire provides direct financial assistance to livestock producers for losses of increased supplemental feed costs due to a qualifying flood or wildfire (excluding wildfires on federally manage land) in calendar year 2023 and 2024. ELRP 2023 and 2024 Flood and Wildfire was authorized by the American Relief Act, 2025 (Division B, Pub. L. 118-158). Eligible livestock producers will be compensated after completing an ELRP 2023 and 2024 Flood and Wildfire Application (FSA-970) and required supporting documentation has been submitted. Upon publication date of the regulation, there will be a 45-day application period. The ELRP 2023 and 2024 Flood and Wildfire payments will be calculated based upon 60 percent of the FSA calculated monthly feed costs multiplied by the producer livestock in inventory at the beginning date of the qualifying disaster in the physical location, or normally would have been located absent of the qualifying disaster event. FSA will not issue payments at the beginning of the application period. However, during the application period, the Deputy Administrator will evaluate program demand and if an initial payment factor can be established, payments may begin to be processed. After the application period, FSA will determine a final payment factor, if applicable, to be applied to the payment calculation to ensure payments do not exceed the funding authorized by the Act. The payment factor will be dependent on the number of eligible applicants experiencing losses due to qualifying floods or wildfires in calendar years 2023 and 2024 and the number of affected livestock.
