This Assistance Listing 20.270 created in August 2025 was included in the previous ALN 20.205, please refer to former ALN 20.205 for FY24 and FY25 financial obligations. The new Assistance Listing 20.270 will be utilized by DOT at the start of FY 2026.

What Is This Program?

FBP makes federal-aid highway funds available, through the State transportation agencies, for designing and constructing ferry boats and for designing, acquiring right-of-way, constructing ferry terminal facilities, including ferry maintenance facilities, and other activities as described in the FBP Implementation Guidance (Linked here: https://www.fhwa.dot.gov/specialfunding/fbp/guidance.cfm). Ferry boats and terminal facilities that serve vehicular travel as links on public highways (other than Interstate highways), as well as ferry boats and terminals only serving passengers as a fixed route transit facility, may be eligible for certain types of Federal-aid highway funding.

What Benefits Are Offered?

Formula-based funding and technical assistance for the construction, acquisition, rehabilitation, and operating costs of ferry boats, ferry terminal facilities, and ferry maintenance facilities. Federal share is generally 80%, up to 85% for projects to replace/retrofit diesel fuel ferry vessels that provide substantial emissions reduction (terminates Sep 30, 2025), and 100% for territories. Provides a minimum of $100,000 per eligible state each fiscal year.

Other Criteria: Operate ferry systems (eligible entities), Projects must be for the construction of ferry boats, ferry terminal facilities, or ferry maintenance facilities, Projects may include procurement of transit vehicles used exclusively as an integral part of an intermodal ferry trip, Eligible entities can use funds for operating costs, Ferry boats and terminal facilities must serve vehicular travel as links on public highways (other than Interstate highways) or serve passengers as a fixed route transit facility
