The WIOA Adult, Dislocated Worker and Youth Outlying Areas Consolidated Grants, Title I, implement the Workforce Innovation and Opportunity Act legislation, allowing the Department to reform and modernize our nation's workforce development system. As allowed by the Consolidated Appropriations Act, 2026, the outlying areas that are applying to receive funding through a consolidated grant agreement, may use WIOA Title I funds interchangeably between programs.
