What Is This Program?

To assist States, including territories and, the District of Columbia, Indian Tribes qualified under CWA Section 518(e), and interstate agencies in establishing and maintaining adequate measures for prevention and control of surface and ground water pollution from both point and nonpoint sources.

What Benefits Are Offered?

Financial assistance (grants) and technical assistance (for tribes) to establish and implement ongoing water pollution control programs. Funds support a wide variety of activities including water quality monitoring and assessment, water quality standards development, Total Maximum Daily Load (TMDL) development and implementation, National Pollutant Discharge Elimination System (NPDES) permitting and enforcement, source water protection, ground water protection, watershed protection, training, public information, outreach and education programs, and associated program support costs. The program also provides dedicated Monitoring Initiative funds to enhance water quality monitoring programs and conduct statistically valid surveys of the nation's waters. Tribal programs receive a dedicated set-aside to develop, maintain, and expand water quality programs.

Who Is Eligible?

Region: US states, US territories, District of Columbia, Areas covered by eligible interstate agencies, Federally recognized tribal lands

Demographics: Indigenous communities/tribes

Other Criteria: States (including territories and District of Columbia) with established and operating appropriate devices, methods, systems, and procedures necessary to compile and analyze data on navigable waters; has authority to take action in cases of imminent and substantial endangerment to health; and provides EPA with CWA water quality inventory data, Interstate agencies (also known as basin commissions or interstate compact commissions) with jurisdiction over or responsibilities for activities in two or more states; established by an agreement or compact approved by Congress or EPA Administrator; and filed with EPA Administrator within 120 days after enactment of Section 106 of the CWA, Federally recognized tribes (or intertribal consortia) that have received or are eligible for Treatment in a Manner Similar to a State (TAS) under CWA, meeting requirements: federally recognized, governing body carrying out substantial governmental duties/powers, legal authority/jurisdiction over tribal lands, capability to carry out CWA functions, and TAS approval, All grant applicants must meet general grant requirements and have an approved work plan
