The objective is to assist communities that are small or disadvantaged to comply with the Safe Water Drinking Act (SDWA). Funding is awarded to states, territories, and Tribes/Tribal water systems, for projects/activities that are necessary for public water systems to comply with national drinking water standards established by SDWA. Funding for drinking water projects and activities to help public water systems in small, underserved, and disadvantaged communities meet and comply with SDWA regulations. This includes upgrading infrastructure, reducing exposure to emerging contaminants like PFAS and lead, and addressing other local drinking water challenges. Funds can also support efforts to build the technical, financial, and managerial abilities of water system operations.

Other Criteria: Applicant must be a state, territory, or tribe, Projects must benefit public water systems in small, underserved, and disadvantaged communities, Communities considered 'underserved' if they lack household drinking water/wastewater services or are served by a public water system violating SDWA standards, Communities considered 'small and disadvantaged' if determined by state affordability criteria or have a population less than 10,000 and lack debt capacity for projects, Projects must help meet and comply with Safe Drinking Water Act (SDWA) drinking water regulations, Projects can specifically address emerging contaminants (e.g., PFAS) and lead reduction
