Region: United States rural areas, communities with populations of 10,000 or less, remote Alaskan villages, Colonia areas, persistent poverty counties

Demographics: nonprofit organizations, tribal organizations, organizations serving low-income communities, organizations serving historically impoverished communities

Other Criteria: qualified organizations providing technical assistance and training, organizations assisting rural communities with water and waste disposal projects, organizations improving planning and management of solid waste sites, organizations aiding communities impacted by Presidentially declared disasters (related to water systems)
