What Is This Program?

The purpose of the E-Rate program is to provide financial assistance to eligible schools, libraries, and consortia of eligible schools and libraries in the form of discounts to obtain affordable broadband Internet access, telecommunications services, internal network connections, basic maintenance of internal connections, and managed internal broadband services. In 2024, the Commission launched the Schools and Libraries Cybersecurity Pilot Program (Pilot or Pilot Program), a three-year program, administered by the Universal Service Administrative Company (USAC) under the oversight of the FCC.

What Benefits Are Offered?

The E-Rate program helps schools and libraries obtain affordable broadband services. It provides discounts ranging from 20% to 90% on eligible services and equipment. Funding supports category one services (telecommunications, telecommunications services, Internet access) and category two services (internal connections, basic maintenance of internal connections, and managed internal broadband services). The program has an annual cap, adjusted for inflation, of approximately $3.9 billion.

Demographics: underserved communities (based on poverty level)

Other Criteria: Eligible schools, Eligible school districts, Eligible libraries, May apply individually or as part of a consortium, Must have an approved technology plan, Must comply with Children's Internet Protection Act (CIPA) requirements (e.g., internet safety policies, technology prevention measures, monitoring online activities for minors in schools)
