What Is This Program?

State and Regional Primary Care Associations (PCAs) provide technical assistance (TA) to existing and potential health centers in their state or region. PCAs support health centers to improve the health of individuals and communities by increasing access to comprehensive, high-quality primary health care; fostering a health center workforce to address current and emerging needs; enhancing emergency preparedness and response; accelerating value-based care delivery; and advancing health center clinical quality and performance. National Technical Assistance Programs (NTAPs) develop, deliver, coordinate, and evaluate national-level TA to existing and potential health centers, both directly and collaboratively with other HRSA-supported TA programs. NTAPs support health centers to deliver comprehensive, high quality primary health care; improve chronic disease management, nutrition and preventive services; improve operational effectiveness, efficiency, and quality; and address emergent public health needs and priorities. Health Center Controlled Networks (HCCNs) support health centers within their established networks by strengthening and leveraging health information technology (HIT) to enhance delivery of affordable, accessible and high-quality primary care, with a focus on data management and analytics, interoperability of systems and digital health tools, and Uniform Data System (UDS) implementation.

This includes funding for health-related activities, health workforce development, maternal and child health, and infrastructure projects, along with scholarships and loan repayment for health professionals. Technical assistance and training are also provided to recipients.
