Other Criteria: agricultural producers, ranchers, landowners, non-industrial forest managers, must establish a farm tract number with USDAโ€™s Farm Service Agency (FSA) if not previously utilized USDA programs, must certify compliance with adjusted gross income (AGI) limitation provisions, must certify compliance with highly erodible land and wetland conservation requirements (via Form AD-1026), must have control of the property (property deed or lease agreement), must have an official tax ID (Social Security number or employer ID), for 'Act Now' funding: applications must meet or exceed a stateโ€™s pre-determined minimum ranking score for eligible practices, projects started before final contract approval are ineligible for cost-share assistance unless an early start waiver is granted
