The objective of the OSG Program is to award grants to the states, the District of Columbia, and U.S. territories for the purpose of providing grants to a municipality or municipal entity for the planning, design, or construction of: 1) treatment works to intercept, transport, control, treat, or reuse municipal combined sewer overflows (CSOs), sanitary sewer overflows (SSOs), or stormwater; and 2) any other measures to manage, reduce, treat, or recapture stormwater or subsurface drainage water.

What Benefits Are Offered?
This grant program provides funding to states, which then make sub-awards to communities for critical stormwater infrastructure projects, including planning, designing, and constructing combined sewer overflows (CSOs), sanitary sewer overflows (SSOs), and stormwater management projects. The program has been appropriated over $282 million in total. Projects for rural and financially distressed communities have project cost share requirements eliminated.

Other Criteria: Applicants are US states, the District of Columbia, and US territories (who then provide sub-awards to eligible entities/communities), Sub-awards are for communities addressing combined sewer overflows (CSOs), sanitary sewer overflows (SSOs), and stormwater management needs, Priority given to communities that are financially distressed, have a long-term municipal CSO or SSO control plan, or have requested a grant on their Clean Water State Revolving Fund (CWSRF) Intended Use Plan, States are required to use at least 20% of their allocation for green infrastructure, water and energy efficiency improvements, and other environmentally innovative activities, States are required to use at least 25% of a grant for available projects located in rural communities (population 10,000 or fewer) and/or in financially distressed communities
