Other Criteria: Public institutions of higher education, Private institutions of higher education, Non-profits with or without a 501(c)(3) IRS status, For-profit organizations, including small businesses, State, county, city, township, and special district governments, Independent school districts, Native American tribal governments, Native American tribal organizations, Faith- or community-based groups, Organizations that provide health care in a rural area, Federally Qualified Health Centers (FQHC), Community health centers, Rural Health Clinics (RHCs), Hospitals, Rural Emergency Hospitals, For specific programs, additional geographic criteria may apply (e.g., Delta region, Northern Border states like Maine, New York, New Hampshire, Vermont)
