The Voluntary Agencies Matching Grant Program was created in 1979 as an intensive case management program with the objective to fast-track new arrivals toward economic self-sufficiency within eight months (240 days) of program enrollment, without accessing public cash assistance.

Coordinates resettlement and placement across the United States; provides initial benefits and services including time-limited cash and medical assistance, longer-term support services; offers care, custody, and unique foster care programs for unaccompanied alien children and minors; and provides rehabilitative, social, and legal services for survivors of torture and their families.

Other Criteria: Refugees, Amerasians, Asylees, Cuban and Haitian Entrants, Afghan and Iraqi Special Immigrants, Certain Afghan Humanitarian Parolees, Certain Ukrainian Humanitarian Parolees, Victims of Human Trafficking, Eligible Unaccompanied Alien Children (including those with Special Immigrant Juvenile Status or U status/U visa holders for the URM Program), Survivors of Torture (SOT) and their families, regardless of their immigration status
