This includes support for programs in areas such as youth mentoring, violence prevention, services for victims of child abuse, substance use prevention, reentry, and tribal youth initiatives.

Other Criteria: state agencies designated by the governor, units of local government, Tribal jurisdictions, private agencies, organizations, must satisfy 28 state plan requirements (for Formula Grants to states)
