Other Criteria: Registered in SAM.gov (unless individual applying in personal capacity), Possess an active Unique Entity Identifier (UEI), Maintain active SAM.gov registration throughout award period, Capacity to implement proposed project and comply with grant management activities, If proposing research/evaluation, must submit a Research and Evaluation Independence and Integrity Statement (with mitigation plan if conflicts exist), Not currently designated 'high risk' by DOJ, or provide sufficient justification and mitigation plan, Align project with specific Notice of Funding Opportunity (NOFO) goals and scope, Comply with federal civil rights and nondiscrimination laws, Proposed budget is within funding limits and includes only allowable costs, Prepared to collect and report performance measures
