On October 1, 2013, the Job Access and Reverse Commute (JARC) Program was repealed by Congress under the Moving Ahead for Progress in the 21st Century Act (MAP-21). What Is This Program?

The Job Access and Reverse Commute (JARC) program was established to address the unique transportation challenges faced by welfare recipients and low-income persons seeking to obtain and maintain employment. Many new entry-level jobs are located in suburban areas, and low-income individuals have difficulty accessing these jobs from their inner city, urban, or rural neighborhoods. In addition, many entry level-jobs require working late at night or on weekends when conventional transit services are either reduced or non-existent. Finally, many employment related-trips are complex and involve multiple destinations including reaching childcare facilities or other services.

What Benefits Are Offered?

Historically, funding for capital, planning, and operating expenses for projects that transported low-income individuals to and from jobs and employment-related activities, and for reverse commute projects. The Federal share was up to 80% for capital and planning costs, and up to 50% for operating costs. Up to 10% of apportionment for administrative costs could be funded at 100% Federal share.

Who Is Eligible?

Industries: public transportation, human services transportation

Region: States, large urbanized areas, small urbanized areas, rural areas, small urban areas under 50,000 population

Demographics: low-income individuals, welfare recipients

Other Criteria: States as designated recipients (historically), Public bodies as designated recipients (historically), Private non-profit organizations as subrecipients (historically), State or local governments as subrecipients (historically), Operators of public transportation services (including private operators) as subrecipients (historically), Projects derived from a locally developed, coordinated public transit-human services transportation plan (historically)
