To expand the supply of affordable housing, particularly rental housing, for low and very low income Americans; to strengthen the abilities of State and local governments to design and implement strategies for achieving adequate supplies of decent, affordable housing; and to extend and strengthen partnerships among all levels of government and the private sector, including for-profit and nonprofit organizations, in the production and operation of affordable housing.

The HOME Investment Partnerships Program provides grants to eligible state and local governments (Participating Jurisdictions or PJs) to create and maintain affordable housing for low-income households. Funds can be used for a broad range of activities, including home purchase or rehabilitation financing assistance, building or rehabilitating housing for rent or ownership, site acquisition or improvement, demolition, and payment of relocation expenses. PJs must reserve at least 15% of their allocations for housing projects owned, developed, or sponsored by Community Housing Development Organizations (CHDOs). The program requires housing units to remain affordable for 5 to 20 years, depending on the activity.

Other Criteria: States are automatically eligible for HOME funds (receiving their formula allocation or $3 million, whichever is greater), Local jurisdictions eligible for at least $500,000 under the formula ($335,000 in years when Congress appropriates less than $1.5 billion for HOME) can receive an allocation, Communities not qualifying for an individual allocation can join with one or more neighboring localities in a legally binding consortium, Other localities may participate in HOME by applying for program funds made available by their State, Insular areas are eligible for the greater of $750,000 or 0.2 percent of appropriated funds, Participating Jurisdictions (PJs) must have a current and approved Consolidated Plan, including an action plan describing HOME fund use, Newly eligible jurisdictions must formally notify HUD of intent to participate, Beneficiary households for rental housing and assistance: at least 90% must have incomes no more than 60% of the HUD-adjusted median family income for the area, Beneficiary households for rental projects (5+ units): at least 20% of units must be occupied by families with incomes not exceeding 50% of the HUD-adjusted median, All beneficiary households receiving HUD assistance: incomes must not exceed 80% of the area median, Community Housing Development Organizations (CHDOs) must be experienced, community-driven nonprofit housing groups
