Provides equity-free, non-dilutive funding to technology-focused small businesses and startups for research and development projects, moving ideas from concept to commercialization. This includes phased funding for proof-of-concept (Phase I, up to $323,090) and technology development (Phase II, up to $2,153,927). The program also offers discretionary technical and business assistance (up to $6,500/year for Phase I; up to $50,000/project for Phase II) and opportunities for commercialization support (Phase III, typically non-federal funding).

Other Criteria: Fewer than 500 employees, Technology solutions that could support government missions, Seeking equity-free, non-dilutive funding, Principal Investigator/Project Manager's primary employment must be with the Small Business Concern (SBC) or Research Institution (for STTR), Applicant must register in SBA’s Company Registry Database, For STTR, must partner with a non-profit Research Institution (SBC performs not less than 40% R&D, Research Institution not less than 30%), For Awardees with multiple prior awards, must meet agency benchmarks for progress towards Commercialization, Must qualify as an SBC at the time of award and as per 13 CFR 121.701-121.705, Includes SBCs directly owned and controlled by an Indian Tribe or another SBC owned by an Indian Tribe
