To establish and operate voluntary family planning services projects, which shall provide family planning services to all persons desiring such services, with priority for services to persons from low-income families. These projects will serve the areas and/or populations within the United States, Washington DC, Puerto Rico, the US Virgin Islands, and the U.S. territories and freely associated states.

What Is This Program?

Grants must be used for family planning services, which include a broad range of services related to preventing pregnancy, achieving pregnancy, and assisting clients with achieving their desired number and spacing of children. Core family planning services provided by all Title X service grantees include the broad range of acceptable and effective contraceptive methods, pregnancy testing and counseling in accordance with the Title X regulations, basic infertility, services for adolescents, STI services, and preconception health. Funds may not be used in programs where abortion is a method of family planning. Funds may not be used for purchase or construction of buildings; salaries of personnel paid from other Federal grant funds; and certain other miscellaneous items as specified in the regulations. Priority in the provision of services will begiven to persons from low-income families.
