The Omnibus Territories Act (OTA) allows the Insular Areas to consolidate their Federal grants. U.S. territories may submit a single application for two or more grant programs and receive a single award in order to reduce administrative and application burdens. Any consolidated grant for any Insular Area shall not be less than the sum of all grants which such area would otherwise be entitled to receive for such year. The funds received under a consolidated grant shall be expended in furtherance

What Is This Program?

The EPA provides consolidated grants to environmental agencies and utilities in American Samoa, CNMI, Guam, and the U.S. Virgin Islands. These grants enable eligible applicants to integrate funding from various environmental programs, such as hazardous waste management, non point source pollution, water quality monitoring, air quality, pesticides, into a single application. For consolidated grants, applicants must prepare a unified budget and work plan that outlines each included program, the funding amount from each, and how funds support each work plan component. When these grants are consolidated, the funds may be allocated to any of the uses specified in any of the assistance programs funded by grants being consolidated, in a proportion to be determined by the Insular Area.

Other Criteria: state environmental programs, non-profit organizations, educational institutions, other organizations focused on environmental protection and human health
