Other Criteria: States (primary recipients for formula grants), Units of local government, Tribal jurisdictions / American Indian/Alaska Native jurisdictions, Organizations (for discretionary grants), Private agencies (for subgrants under formula grants), State agencies designated by the governor (for formula grants), Must satisfy 28 state plan requirements (for Title II, Part B, Formula Grant Program)
