This program provides funding through discretionary or competitive grant awards with amounts set-aside from deposits into the Crime Victims Fund. This competitive grant funding is used to support various programs that enhance the capacity of victim service providers and to increase access to direct services for victims of crime. Such grants can be awarded to states, local units of government, Tribal communities, individuals, educational institutions, and private nonprofit organizations.

Other Criteria: State Government Entities, Other Units of Local Government (towns, boroughs, parishes, villages), Indian tribes and tribal organizations, nonprofit organizations, academic institutions, small businesses, individuals (for specific programs), Must be registered in SAM.gov (unless individual or exempted), Must maintain an active SAM.gov registration, Must provide a valid Unique Entity Identifier (UEI), Projects must align with the goals and objectives of the specific Notice of Funding Opportunity (NOFO), Must comply with all federal statutes, regulations, and award conditions, Applicants proposing research and/or evaluation must demonstrate independence and integrity
