To supply Federal assistance to states desiring to operate a meat and poultry inspection program in order to assure the consumer an adequate supply of safe, wholesome, and properly labeled meat and poultry products. The goal is to ensure consumers have a safe, wholesome, and properly labeled supply of meat and poultry products. By partnering with states, FSIS helps maintain food safety while allowing states to manage local inspection programs.

What Benefits Are Offered?
Participants receive waivers of regulatory requirements to test new procedures, equipment, and processing techniques, including the ability to operate at faster line speeds. The program encourages establishments to test for microbial pathogens and respond to results to regain process control, thereby minimizing pathogens of public health concern.
Who Is Eligible?
Industries: meat and poultry slaughter establishments, young chicken slaughter establishments operating under the New Poultry Inspection System (NPIS)
Region: United States
Other Criteria: Must agree to share internal food safety data with FSIS, Must meet all applicable line speed criteria (if applying for line speed waivers), For line speed waivers: must have been operating under the NPIS for at least one year and be in compliance with all NPIS requirements, For line speed waivers: must be in Salmonella performance standard category 1 or 2 for young chicken carcasses, For line speed waivers: must have a demonstrated history of regulatory compliance (no public health alerts, enforcement actions from Food Safety Assessments (FSA), or public health-related enforcement actions in the last 120 days), For line speed waivers: must be able to demonstrate that new equipment, technologies, or procedures will maintain or improve food safety, For line speed waivers: must not have had an NR for violation of GCPs (9 CFR 381.65(b)) in the past 120 days, For line speed waivers: must conduct and submit daily Aerobic Plate Count (APC) testing and at least weekly Salmonella testing, Must submit a waiver request to OPPD with supporting documentation
