What Is This Program?

The Cooperating Technical Partners (CTP) Program exists to strengthen and enhance the effectiveness of the National Flood Insurance Program (NFIP). The CTP program supports efforts to Strengthen National Preparedness and Resilience, one of the main goals of the 2020-2024 DHS Strategic Plan. It helps achieve these goals by fostering strong federal, state, tribal, territorial, regional, and local partnerships to identify flood risks, reduce flood losses, and promote community resilience. It also supports the National Mitigation Investment Strategy, a supporting document to Presidential Policy Directive (PPD-8), National Preparedness. The CTP program also supports the objectives of equity and inclusion laid out in the Presidentโ€™s Justice 40 Initiative.
