What Is This Program?

The Community Navigator Pilot Program is designed to provide high quality support and assistance with pandemic relief programs and recovery services to small businesses. This program will leverage a “Hub” and “Spoke” model. Hubs are lead organizations with business development experience that will enlist Spokes as trusted, culturally and technically knowledgeable partners, to conduct targeted outreach to specific sectors of the entrepreneurial community. The Hubs have the experience, and the Spokes have credibility with the targeted small business communities, including supporting communities where English is a second language and offering technical assistance in languages other than English.

Access to SBA-guaranteed loans (including 7(a), 504, Microloans, and lines of credit) for various business purposes such as working capital, fixed assets, real estate, equipment, and debt refinancing. Loans offer competitive terms, potentially lower down payments, flexible overhead, and no collateral for some. The program also facilitates access to free business counseling and educational support to help start and run a business.

Business Size: small

Industries: technology, manufacturing, wholesale, professional services, childcare centers

Region: United States, US Territories

Other Criteria: operating for-profit business (exceptions exist for non-profit childcare centers in Microloan program), officially registered and operates legally, meets SBA size standards, demonstrates ability to repay and has a sound business purpose, credit history is considered, with some programs accommodating startups or those with less-than-perfect credit, unable to obtain credit on reasonable terms from non-federal sources (for 7(a) loans), for certain loan types (e.g., 504 loans), tangible net worth must be less than $20 million and average net income less than $6.5 million after federal income taxes for the two years preceding application, for certain loan types (e.g., 7(a) WCP), at least one-year of operating history and ability to produce timely financial statements
