Other Criteria: Nonprofit organizations, Public Agencies, Tribal Governments, Projects serving economically disadvantaged communities (SDAC) with median incomes < 60% of statewide median receive priority, Projects serving disadvantaged communities with median incomes > 60% but < 80% of statewide median, or underserved areas, receive additional points in scoring, Letter of Intent (LOI) required, Matching funds are strongly encouraged (no minimum, but most funded projects provided at least 20%)
