What Benefits Are Offered?
Provides federal funds to support substance use prevention, treatment, and recovery services. Grantees receive allotments to plan, implement, and evaluate activities, and can distribute funds to local government entities and non-governmental organizations to deliver direct services. A minimum of 20% of funds must be spent on primary prevention strategies.
Who Is Eligible?
Region: All 50 states, District of Columbia, Puerto Rico, U.S. Virgin Islands, Northern Mariana Islands, Guam, American Samoa, 3 Pacific jurisdictions
Demographics: pregnant women, women with dependent children, injection drug users, individuals needing tuberculosis services, individuals needing early intervention services for HIV/AIDS, general population at high risk for substance use, sub-groups at high risk for substance use
Other Criteria: Primary grantees (US States, Territories, or a Designated Tribal Entity) must have a designated unit of its executive branch responsible for administering the SUBG (e.g., Division of Behavioral Health) working with the granteeโs department of health., Primary grantees must apply annually for SUBG funds., Primary grantees must comply with the Synar Amendment requirements (enact and enforce laws prohibiting tobacco sales to individuals under 21, conduct random unannounced inspections, report annual findings by December 31)., Eligible sub-recipients of funding from primary grantees include: local government entities (municipal, county), administrative service organizations, community-based organizations, faith-based organizations, and other non-governmental organizations.
